Union Digital Center
Union Parishad is the oldest local government organization in the country. The nearest government of the people at grassroots level. The Union Digital Center, the information-technology-based center established by Union Parishad, has given new dimensions to the Council. On November 11, 2010, the Honorable Prime Minister inaugurated the Union Digital Center (UDC) at the Union Union Center (UDC) in all the union parishads across the country through video conferences from its office and from New Zealand's former Prime Minister and Administrator of the United Nations Development Program (UNDP), Miss Helen Clark, Char Kurkrimukhi union of Bhola district. . The main goal of UDC is to make the Union Council a strong organization, so that these institutions can play a vital role in establishing a knowledge-based country by 2021. In addition, these centers can play a promising role in bringing public-private information and services closer to the public, removing technology differences and connecting all citizens with the modern system of information flow.
The journey of UDC started in front of the people in the service of Doorsteps. With the establishment of UDC, it has been possible to create a free flow of information in every respect of the society and the state system, where people are not going to door to door to serve them, but the service is reaching the doorstep of people at the doorstep of the people. Free flow of information is one of the prerequisites for empowering the public.
With the establishment of Union Digital Center, ordinary citizens are getting easy, low cost and hassle-free 60 public and private services from UDC. Since its inception, nearly 11.5 million services have been provided so far, and UISC entrepreneurs earn five and a half million taka each month by providing the services.
The important government services of UDC are: Landfill, life insurance, payment of rural electricity bill, government forms, results of public examinations, online university admission, online birth-death registration, VGF-VGD list, citizen charter, citizen application, agricultural information, Health advice etc. Private services are: Mobile Banking, Computer Training, Photography, Internet Browsing, Email, Job Information, Compose, British Council English Education, Visa Application and Tracking, Conferencing in Video, Printing, Scanning, Photocopy, Leminating etc.
Some remarkable services are as follows:
Providing computer training is one of the most important services of UISC. This initiative is very important to build a technology based society. At present, 3,773 EDCs are providing low cost computer training using multimedia projectors. From November 2010 to March 2014, about 52 thousand students and youths got computer training from UDC.
In order to reach out to the people of the village, State Insurance Company, Jiban Bima Corporation, started life insurance services in 2,768 UDCs in the country. So far 36 thousand people have taken the service.
To facilitate banking services to deprived grassroots people, mobile banking activities are going on in the country of 436 banks (Dutch Bangla, Trust, One Bank and Bikash) of 23363 UISCs. So far 60 thousand people have taken the service.
To provide services to the doorsteps of the people, the Rural Electrification Board (RBB) has arranged bill for rural electricity through 727 UDC so far.
Telemedicine has been started from 30 Union Digital Centers with the help of Health Directorate to provide health facilities to the doorstep of the deprived people of the rural population. Besides, more than 500 UDC health camps are available.
A poor farmer is empowered to get the right information at the right time from UDC; It has increased its agricultural production and earnings. A common citizen can apply for duplication of land without going to the upazila or district office, which is saving his time, labor and money. A village student can apply for university admission through SMS in his own village. An immigrant worker can learn English using digital media. A simple person can also take medical care through video conferences while sitting in remote areas. People affected due to climate change can only know local disaster predictions within a few seconds. Thus, UDC has turned the Union Parishad into 'Effective and Public Institution' by providing various government information to the rural people.

And the Union Digital Center has been working as a facilitator of the facility, In each center, two entrepreneurs work; A boy and a girl Being a woman entrepreneur has made women easy access to the center. Entrepreneurs are not an investor, employers, and the entrepreneurs earn their livelihood by earning money through providing services to the public. That is, in the 4,547 centers, 9,094 young ICT entrepreneurs have been self-employed. Since information and service centers are managed in the public-private partnership model, they have also invested in the entrepreneurs as well as the government. In the meantime, some entrepreneurs are doing extremely well by exceeding the adverse situation, and earning more than Tk 50,000 per month by providing various public and private e-services to the citizens. Arif of Jessore's Arabpur UDC, Nadira entrepreneur of Ponbalia UDC of Jhalakathi, entrepreneur Joshna of Nitpur UDCC of Naogaon, entrepreneur Moon of Rangpur's newly-educated EDC and Saddam, the entrepreneur of Bhangbari EUDC in Sirajganj, among them one of them.
Union Parishad is the oldest local government organization in the country, which has been struggling to make a strong and effective welfare organization. But the change in the local government institution is a matter of a long process and political culture. This is not possible overnight. It is gradually to make changes through the process. At one time people did not use the Union Parishad very much. Union Parishad used to be used only for rural arbitration. The idea of Manish was that, Union Parishad is not open regularly. UDC has changed this idea. Increasing accessibility of people in the Union Parishad 40 million people are receiving different government-owned e-services every month from UDC. With the establishment of UDCC in Union Parishad, the capacity of the Union Parishad has increased multiply and local government system has been strengthened. In the context of UISC's successful experience, 407 'city digital centers (CDCs) have been set up at the municipal digital center (PDC) and ward level of 11 city corporations in 319 municipalities of the country.
Local governance associated directly with the work of UDC. Upazila Nirbahi Officer Upazila E-Govern: Focal Point and additional Deputy Commissioner (overall) District E-Govern: Focal Point as well as supervision of UDC directly involved in the task of sustainability. Deputy Commissioners and Divisional Commissioners take the decision and make necessary instructions. The cabinet division and the Local Government Division coordinate this work. As a result, the confidence of the people of the Union Parishad has increased a lot.
Union Parishad Chairman UDC is monitoring the activities of the UDC as the Chairman of the Board of Directors. The Union Parishad Secretary has cooperated in this work closely. District Information Officer undertakes feasible initiatives in the campaigning of UDC. As a result, Union Parishad has become a Prestige Agency for ordinary people, Union Parishad chairman, secretaries and members.
Many countries of the world have launched experimental telecentres, one-stop-service and information centers; But there is no known country which has been able to mobilize the local government institutions together and establish information centers across the country and make the centers public. By establishing UDC, public-private services reach the public's doorstep, strengthen local government institutions, and create jobs. It was unthinkable in the existing reality of Bangladesh, and it is not bound to say. It is also unimaginable in world reality.
